Public Works Partners assisted Friends of the High Line as a community engagement consultant as the organization adapted to challenges forced by the arrival of COVID-19.

With safety concerns requiring the High Line to enforce a timed-entry operating model, the High Line engaged Public Works to determine the best possible operating model to head into the post-pandemic future.

Our Strategy

To inform this work, Public Works targeted outreach toward a diverse set of local residents and businesses with varying degrees of connection to the park.

Public Works held in-depth conversations with High Line staff in order to develop a detailed outreach plan for public engagement in the summer of 2021. This outreach plan included large-scale dissemination of surveys, meetings with key neighborhood institutions, social media campaigns, and tabling at events and at public spaces on or near the High Line.

Public Works’ outreach approach resulted in a more cohesive and engaged West Chelsea community, as the High Line successfully adopted equity-focused strategies, solidifying its pivotal role.

This not only enhanced the High Line’s operational efficiency but also transformed it into a dynamic “civic connector,” fostering lasting connections and community engagement.
