The Federal Reserve Banks of Philadelphia and Atlanta engaged Public Works Partners to plan, facilitate, and synthesize a series of focus groups with workers from across the country over a four month period to explore worker perspectives and contextualize labor market dynamics.

The Federal Reserve System’s Worker Voice Project aims to elevate the perspective of workers and jobseekers to better understand their experiences navigating the labor market during the COVID-19 pandemic. This project stemmed from a concern that the policies impacting workers earning low wages are often created without their perspectives.

Our Strategy

Public Works supported the Federal Reserve Bank's research efforts by leveraging our expertise in coordinating and leading meaningful focus group sessions.

We successfully conducted 20 virtual focus groups with 175 total participants from 33 states and 147 zip codes across the United States.

Impact
and Outcome

Public Works played a pivotal role in bringing the realities facing workers today into focus through ongoing synthesis of focus group findings and collaborative sessions with the Federal Reserve Bank team.

Findings, key work materials, and process learnings from the project were documented in a final memo. This memo informed the development of the Worker Voices 2023 Report, which explores the experiences of low-wage workers during the pandemic.
