Baron Property Group needed a strategic partner to build community awareness and understand stakeholder priorities surrounding the OneLIC rezoning proposal as it advanced through New York City’s Uniform Land Use Review Procedure (ULURP).
To support a credible, community-informed rezoning process, Baron engaged Public Works Partners to bring deep expertise in community and stakeholder engagement to a multidisciplinary team that included Kasirer, BerlinRosen, and a coalition of Long Island City-based developers. Public Works’ role centered on creating meaningful opportunities for stakeholders to understand the proposal, surface priorities and concerns, and inform the rezoning process as it moved toward public review.

Our Strategy
Public Works Partners led targeted conversations with a broad cross-section of stakeholders including the LIC YMCA, PTA leaders, human services nonprofits, park advocates, and local arts organizations—to surface community needs, concerns, and priorities.
The team synthesized these insights to inform Baron Property Group’s rezoning strategy while strengthening relationships with key community partners beyond the immediate ULURP process. In parallel, Public Works led on-the-ground outreach to build awareness and understanding of both the rezoning proposal and the ULURP process. Through public events and direct outreach to local businesses and community-based organizations, the team shared accessible information about upcoming Community Board meetings and opportunities for participation, helping connect more stakeholders to the public review process.
Impact
and Outcome
The engagement helped create a more informed, transparent, and locally grounded dialogue around the OneLIC rezoning proposal.
By grounding Baron Property Group’s strategy in direct stakeholder input and ensuring residents and local organizations had clear, accessible information about the ULURP process, Public Works Partners helped build trust and strengthen the credibility of the rezoning effort. The result was an approach rooted not simply in messaging, but in meaningful relationships, community priorities, and sustained dialogue with the neighborhood.
