Public Works Partners, in collaboration with AKRF and the Mayor’s Office of Environmental Coordination, administered a virtual public hearing on the scoping for the Willets Point Phase 2 development proposal.

This proposal, put forth by NYC Economic Development Corporation , New York City Football Club (NYCFC), and Queens Development Group (a joint venture between Related and Sterling Equities) includes a 25,000-seat soccer-specific stadium and 2,500 units of 100% affordable housing for Queens residents.

Our Strategy

Public Works Partners drafted a detailed facilitation guide and led practice sessions that equipped presenters with the tools necessary to execute the coordinated hearing.

Given the large Spanish-speaking fan base of NYCFC and the project location in Queens, the Public Works Partners team drew on our experience leading high-profile public hearings to develop a comprehensive public hearing experience in English, Spanish, Mandarin and Korean.

Impact
and Outcome

Public Works played an instrumental role in the technical, logistical, and day-of staffing support, ensuring an accessible and participatory public review process that garnered over 40 public testimonies in both English and Spanish. In fall 2023, our contributions facilitated official submission of the development proposal into the city’s Uniform Land Use Review Process (ULURP).

We incorporated the robust community engagement strategy that finalized a development proposal meeting the core needs of queens residents: the establishment of affordable housing units, 40,000 square feet of public open space, and the creation of new public schools.
