The Osborne Association, an organization that has served the currently and formerly incarcerated and their families for over 80 years, wanted help strengthening their workforce programs.

Public Works Partners was tasked with developing the organizational and programmatic structure and tools needed to strengthen Osborne Association’s workforce programs and ultimately connect clients to meaningful employment.

Our Strategy

We reviewed Osborne Association's current state and identified opportunities to enhance their workforce offerings in alignment with their internal capacity and goals.

Working closely with all levels of staff we assessed Osborne’s organizational structure, service model, and funding streams, and provided a set of recommendations on how to adopt a sectoral employment strategy to both strengthen employer engagement and improve the coordination of client services across different programs.

and Outcome

Our work culminated in the development of resources that enabled the Osborne Association to pursue new workforce programming.

We provided the tools needed to begin to implement these recommendations and used a design thinking approach to develop program workflows, standard operating procedures for front-line staff, an organizational chart, and corresponding job descriptions. This work allowed Osborne Association to make short- and long-term improvements for better managing employers and improving employment outcomes for clients.
