In May 2017, Manhattan Borough President Gale A. Brewer, Council Member Corey Johnson, and Deputy Mayor Alicia Glen convened the Garment Center Steering Committee.

The goal of the steering committee was to develop recommendations to support the long-term presence of garment manufacturers in midtown Manhattan. Over a three-month period, Public Works Partners facilitated the Steering Committee’s process.

Our Strategy

We devised a multifaceted engagement strategy to dig in on core issues impacting the area.

We engaged Steering Committee members – including civic leaders, industry representatives, and real estate representatives to explore various strategies to address the industry’s needs, such as financing, zoning, real estate, and programmatic efforts. To successfully complete this engagement, we relied upon a keen understanding of the dynamics within the District and among steering committee members, quickly developing strong relationships with key members to understand their distinct visions for the future of the Garment Center.

Impact
and Outcome

Our work culminated in the Garment Center Steering Committee Report & Recommendations.

The report and recommendations, released by the Manhattan Borough President’s Office, recommended a combination of real estate and programmatic solutions intended to maintain the Garment Center as a core for garment manufacturing and fashion at-large.
