Our Strategy
We conducted an expansive landscape review to situate the program in a changing landscape.
To support this effort, we performed labor market research and held expert interviews with employers, funders, and service providers. With the advent of the COVID-19 global pandemic, Public Works Partners helped the foundation broaden their scope to include healthcare as a new sector, providing recommendations for target markets, priority occupations and career pathways, and strategies for employer engagement to support their new domestic opportunity youth strategy.

Public Works developed recommendations for expansion that were grounded in our research and core organizational goals.
Relying on the firm’s expertise in workforce development, Public Works complemented its work around target sectors and pathways for opportunity youth by advising the Foundation on national policy and advocacy efforts to enable disconnected youth to gain and stay in jobs, and providing input on initial metrics of success. The foundation is currently working towards rolling out this new strategy.
