NYC Department of Transportation (NYC DOT), through its federally funded Go Smart NYC initiative promoting sustainable travel, walking, cycling, carpooling, and public transit, to reduce congestion and air pollution, needed a partner to implement and evaluate Bike the Block, a program bringing that mission directly to communities through open-street events in transportation Priority Investment Areas (PIAs).

NYC DOT engaged Public Works Partners, working alongside TYLin, to organize these events, break down barriers to biking, and empower New Yorkers, especially historically underserved communities, to participate in the planning process, all while building an evidence base to track the program’s real-world impact.

Our Strategy

Over three years, from 2023 to 2025, Public Works Partners helped organize, promote, staff, and analyze 23 Bike the Block events across all five boroughs of New York City, offering bicycle education, repair resources, group rides, and cultural programming at each stop.

Working in collaboration with local partners and DOT, the team planned event logistics and drove turnout through in-person canvassing, flyering, and digital share-kits distributed to community-based organizations. To understand what was working, Public Works conducted over 500 participant surveys to evaluate attendee experiences and track changes in cycling behavior. In 2024, the team expanded its outreach toolkit, managing boosted social media posts, radio ads, and targeted outreach, and helped develop the My Bike, My City campaign to promote cycling as a useful, healthful, and accessible form of transportation, with a particular focus on reaching women and women-identifying individuals.

Impact
and Outcome

In late 2025, Public Works Partners synthesized the survey data and produced a final report evaluating both the Bike the Block and My Bike, My City campaigns.

Together, the data and narrative strategically position NYC DOT to share the initiative’s results with future funders and advance the broader goals of Go Smart NYC. Across three years and dozens of events, Public Works Partners strengthened NYC DOT’s on-the-ground engagement with neighborhoods citywide and helped establish cycling as a viable, sustainable, and inclusive mode of transportation for New Yorkers.
