Michigan Advocacy Program (MAP), a legal aid organization supporting several counties throughout Michigan, had experienced rapid growth in key program areas and needed to ensure it could continue to grow and operate sustainably.

MAP brought in Public Works Partners to conduct an organizational assessment resulting in an implementation plan for operationalizing recommendations tied to its strategic plan priorities. The goal of this plan was  to address complex structural challenges created by that growth and position the organization for long-term success.

MAP brought in Public Works Partners to conduct an organizational assessment resulting in an implementation plan for operationalizing recommendations tied to its strategic plan priorities. The goal of this plan was  to address complex structural challenges created by that growth and position the organization for long-term success.

Our Strategy

Public Works Partners began with a detailed review of client documents and background materials, then planned and facilitated 20 individual and group interviews with MAP staff, leadership, and board members to understand how the organization's structural challenges and recent growth were affecting day-to-day operations, and to hear directly how staff and leadership could be better supported.

Findings from these interviews were synthesized into a current state assessment that highlighted key themes and ideas, which Public Works socialized with MAP’s executive leadership team. This assessment informed the development of nine specific organizational schematics representing potential changes to the organizational structure. Public Works then facilitated two working sessions with the executive leadership team to iterate on and refine these schematics, ultimately arriving at a final recommended organizational structure. 

Impact
and Outcome

In close collaboration with MAP leadership, Public Works recommended an organizational restructuring that responds both to MAP's strategic plan and to direct input from its staff.

The resulting operational plan gave MAP a clear structure and roadmap, complete with new positions, change management guidance, and an implementation timeline, that would enable MAP to support high-quality legal service delivery for Michiganders now and as the organization evolves.
