The program, which was launched in summer 2022, funds technical assistance providers who work directly with residents in PACT developments, helping them evaluate developer proposals, work meaningfully with selected developer teams, and access specialized resources like legal support. By engaging NYCHA residents directly in developing the Resource Team’s approach, Public Works ensured residents could have a real, direct impact on their homes, allowing for smoother, more trusted implementation across developments.
Beyond the redevelopment work itself, the program has built lasting capacity among residents, empowering them to stay engaged long after construction ends. As PACT evolves to encourage greater transparency and resident participation, the PACT Resource Team continues to expand its services and grow its network of expert technical assistance providers, extending its impact to new developments over time.
