As Principal of Growth & Strategy, Moe leads Public Works Partners’ growth strategy, business development, and market expansion efforts. He works closely with public agencies, nonprofit organizations, institutions, and industry partners to identify emerging opportunities, develop strategic partnerships, and position the firm to deliver complex planning and management consulting engagements. Internally, he shapes the firm’s growth strategy, oversees major pursuits, and helps translate market insights into new services, sectors, and geographic expansion.
Since joining Public Works in 2015, Moe has played a central role in the firm’s evolution from a boutique consulting practice to a nationally recognized advisor to governments, nonprofits, and mission-driven organizations. He has led business development strategy resulting in millions of dollars in new work, expanded the firm’s presence into new markets, and helped build a diverse portfolio spanning community planning, economic development, transportation, climate resilience, workforce development, and organizational transformation. Earlier in his career at Public Works, he led strategic planning, organizational assessments, and performance improvement initiatives for government and nonprofit clients before assuming firmwide growth leadership.
Before joining Public Works, Moe served as Senior Advisor at the NYC Center for Economic Opportunity, where he helped design and scale innovative anti-poverty initiatives, managed cross-sector implementation partnerships, and supported one of the nation’s first Social Innovation Fund portfolios. He also helped lead the City’s successful application for Harvard University’s Innovations in American Government Award. Earlier in his career, he held strategy, program, and government relations roles at the Stella and Charles Guttman Foundation, Lincoln Center for the Performing Arts, and the NYC Department of Small Business Services.
Moe holds an MPA from New York University and a BA in Government from St. John’s University. He is a graduate of Coro Leadership New York, a Next City Vanguard, and a ULI Health Leaders Network alumnus. A lifelong New Yorker, Moe previously served as Chair of Surfrider NYC and currently serves on the boards of Newtown Creek Alliance and Seaweed City.
