About David

As an Analyst, David advances client services initiatives at Public Works Partners by conducting research and analysis, engaging stakeholders, and assisting clients in evaluating their programs. For the Attentive Energy One Offshore Wind Project, David collaborated with communities across New York State that would benefit from the proposal to convert New York City’s largest power generator, the Ravenswood Generating Station in Queens, into an offshore wind transmission facility. He drafted the proposal’s Stakeholder Engagement Plan and Disadvantaged Communities narrative, which ensure that the transition to clean energy benefits the communities who suffered the most harm from decades of fossil fuel generation. David also provided logistical support and helped facilitate three community engagement events for Innovation QNS, a large-scale redevelopment project expected to bring more than 1400 affordable housing units to Astoria, Queens.

Prior to joining Public Works Partners, David was a tenants’ rights advocate at New York Legal Assistance Group (NYLAG), a free legal services provider. In this role, David served as a Spanish interpreter for clients, represented NYCHA and Section 8 tenants in administrative termination of tenancy proceedings, and preserved housing and public benefit access for clients across the five boroughs of New York City. He also worked with tenant organizers and elected officials to advance progressive policies, including Fair Chance for Housing and the full implementation of Right to Counsel. Previously, David held roles in Congressman André Carson’s district office and at the Lilly Library, a rare book and manuscript library at Indiana University.

David earned a B.S. in Public Policy Analysis and a B.A. in History from Indiana University.
