About Eli

As an Analyst on the Business Development team, Eli brings experience in policy analysis, program development, and stakeholder management, applying these skills to craft data-driven strategies, strengthen internal processes, and support the firm’s pursuit of mission-aligned work. Eli contributes to opportunity research, proposal development, and partnership cultivation, ensuring that Public Works Partners advances projects that reflect community needs and public sector priorities. 

Before Public Works, Eli worked at the National Association of State Foresters in Washington, D.C., advocating for federal policy and programs that address threats to forests from invasive species to wildfires. With deep expertise in urban forestry, he has operated at the intersection of nature and the built environment, managing the rollout of Inflation Reduction Act funding for urban forestry and representing state agencies on the Sustainable Urban Forest Coalition.

Eli is a graduate of the University of Vermont, where he double majored in Political Science and Jazz Guitar Performance. He is a Certified Associate in Project Management (CAPM).
