David’s areas of focus include career-connected learning, essential skills development, system infrastructure, and building culture within and across organizations. David has earned recognition across stakeholders from government, philanthropy, the employer community, and the nonprofit field as a creative and collaborative strategic thinker adept at developing win-win solutions. David has supported Public Works as an Advisor since 2022. He also consulted with Public Works Partners in 2014, serving as a facilitator and lead author author for the final report of the Jobs for New Yorkers Task Force, titled “Career Pathways: One City Working Together.”
David founded Altior Policy Solutions, a public policy consultancy, in 2022. Prior to founding Altior, he served from 2015-2022 as founding Executive Director of the NYC Center for Youth Employment, later the Mayor’s Office of Youth Employment, a first-of-its-kind team within city government charged with growing, improving, and connecting programs within New York City’s career readiness ecosystem. David was Senior Director for Career and Technical Education at the NYC Department of Education from 2011-2014, helping drive the creation of dozens of new CTE programs and schools aligned to industry demand. He also led workforce development research for the Center for an Urban Future from 2000-2010, authoring studies on NYC workforce reforms, disconnected youth and demographic changes in the labor market, policy changes for working poor families in New York State, career and technical education, and other key issues facing the workforce field.
David holds an MPP from Georgetown University and a BA in History and Political Science from Brown University
